Will this work as a street front shock on my Beetle?
No — and you wouldn't enjoy it if it did. The 7100's damping is calibrated for high-velocity off-road impacts. On a street car, it'll ride harshly over normal bumps and the valving won't engage properly in regular driving. For street use, look at Bilstein B6 shocks instead.
Is this sold as a pair?
No, single shock. Order two for a pair.
What's the difference between the 7100 front and 7100 rear?
Different valving and length. The rear shock (97-4098-0) is tuned for the rear suspension travel and damping requirements; the front (this one) is tuned for the front. Don't swap them.
Can I run this with stock-length shock towers?
Sometimes yes, sometimes no — depends on your specific front end (link pin vs ball joint vs custom). Off-road builds typically have modified shock mounts to handle the longer travel these shocks are designed for. Measure your eye-to-eye distance at full droop and full compression before ordering.
